
The National Treasury Secretariat is the agency in charge of the management of the domestic and
external public debts, whose attribution is to administer the federal bonded public debt and
the external debt under the responsibility of the National Treasury (Decree No. 1.745, of 13
December 1995).
From an institutional perspective, the National Treasury has implemented a new model for the
administration of the public debt, aimed at rationalizing the debt’s administrative processes
through the standardizing of operational controls, the monitoring of the global risks and the
separating of the short and long term planning activities.
The administration of the Public Debt is divided into three main offices:

The back office performs the registry and control of the public debt, relations with clearing
houses, the elaboration of the annual budget proposal for the public debt, besides its
financial and budgeting executions, including payments and accounting records, and bonds
issuance due to especial operations such as PROEX, FCVS and Agrarian Reform; |

The middle office prepares the mid- and long-term borrowing strategies, monitors risks
exposure, and improves the institutional relations regarding the administration of the federal
public debt; |

The front office obtains resources on the domestic and external markets and performs financial
operations to optimize the administration of the public debt. |
